ACTIVITIES TO BE PERFORMED THE PROJECT WILL BE COMPLETED WITH THE FOLLOWING COMPONENTS COMPONENT 1 DESIGN SERVICES ENVIRONMENTAL SERVICES AND PROJECT MANAGEMENT NEPA AND PERMITTING ACTIVITIES ASSOCIATED WITH COMPLETING THE REQUIRED ENVIRONMENTAL ASSESSMENT IN COMPLIANCE WITH THE NATIONAL ENVIRONMENTAL POLICY ACT NEPA AND OBTAINING NECESSARY PERMITS FROM THE US ARMY CORPS OF ENGINEERS USACE. THE PERMITS REQUIRED FOR THIS PROJECT ARE 404 408 AND SECTION 10. DESIGN AND PROCUREMENT ACTIVITIES ASSOCIATED WITH THE ENGINEERING SERVICES NEEDED TO DEVELOP DETAILED DESIGN PLANS UP TO 90 PERCENTAGE. THE ENGINEERING SERVICES INCLUDES THE FINAL DESIGN BID SPECIFICATIONS AND PROCUREMENT DOCUMENTS. IT ALSO INCLUDES THE PREPARATION AND ADMINISTRATION OF REQUESTS FOR PROPOSALS RFPS AND CONTRACT DOCUMENTS TO FACILITATE THE COMPETITIVE BIDDING AND SELECTION OF QUALIFIED CONTRACTORS.  CONSTRUCTION MANAGEMENT AND INSPECTION ACTIVITIES INCLUDE PROFESSIONAL SERVICES RELATED TO CONSTRUCTION MANAGEMENT AND INSPECTION AND WILL PROVIDE OVERSIGHT THROUGHOUT THE CONSTRUCTION PROCESS TO ENSURE THE PROJECT IS COMPLETED IN ACCORDANCE WITH APPROVED PLANS SPECIFICATIONS AND REGULATORY STANDARDS. COMPONENT 2 CONSTRUCTION OF THE SLACKWATER HARBOR THE PROJECT WILL CONSTRUCT A NEW SLACKWATER HARBOR UTILIZING PNDS OPEN CELL SYSTEM DESIGNED FOR 1000 PSF SURCHARGE LOAD. THIS COMPONENT INCLUDES THE FOLLOWING ELEMENTS BULKHEAD INSTALLATION THE BARGE SLIP WILL BE APPROXIMATELY 1200 FEET IN LENGTH AND 200 FEET WIDE. THE CONSTRUCTION INCLUDES INSTALLATION OF THE SHEET PILE BULKHEAD ON THREE SIDES AND PLACEMENT OF STRUCTURAL FILL BEHIND THE SHEET PILES. SLIP EXCAVATION OF THE SLIP TO DESIGN DEPTH. CONCRETE DECK CONSTRUCTION OF A 50 FT WIDE CONCRETE DECK AND FACE BEAM WITH INSTALLATION OF MOORING BOLLARDS SAFETY LADDERS FENDERS, AND ELECTRICAL LIGHTING.
