THIS GRANT WILL FINANCE ACTIVITIES ASSOCIATED WITH NICTDS COMMUTER RAIL SERVICE.ACTIVITIES TO BE PERFORMED: THE FIRST PROJECT MAINTENANCE OVERHAUL PROJECT 2022 WILL PROVIDE FUNDING IN PART FOR NICTDS PREVENTIVE MAINTENANCE PROJECTS ASSOCIATED WITH THE RIGHT OF WAY MAINTENANCE (BRIDGES STATIONS AND FACILITIES TRACK ELECTRICAL AND SIGNAL SYSTEMS) AS WELL AS MAINTENANCE OF NICTDS EQUIPMENT REVENUE PASSENGER VEHICLES AND SUPPORT VEHICLES. THIS FUNDING WILL BE USED TO FINANCE IN PART THE DIRECT LABOR COSTS OF THESE PREVENTIVE MAINTENANCE PROJECTS AS WELL AS ELIGIBLE PURCHASES ASSOCIATED WITH THE MAINTENANCE. THE TOTAL PROJECT COST IS $27494978 WITH THE LOCAL SHARE ($5498996) COMING FROM NICTDS GENERAL FUND WHICH CONSISTS OF PROCEEDS FROM THE STATE OF INDIANAS COMMUTER RAIL SERVICE FUND AND TRACKAGE RIGHTS PAYMENTS FROM THE SOUTH SHORE (FREIGHT) RAILROAD THAT OPERATES ON NICTDS TRACKAGE AND ALSO FROM NICTDS ALLOCATION OF FUNDING FROM THE INDIANA STATE PUBLIC MASS TRANSPORTATION FUND (PMTF). PRE-AWARD AUTHORITY IS BEING RESERVED FOR THE PREVENTIVE MAINTENANCE ACTIVITY. THE SECOND PROJECT STATE OF GOOD REPAIR PROJECT 2022 WILL FINANCE CAPITAL PROJECTS. NICTDS CAPITAL PROJECT PROGRAM IS COMPILED IN CONSIDERATION OF THE TRANSIT ASSET MANAGEMENT (TAM) PLAN. BY EXECUTING THIS GRANT WE (NICTD) CERTIFY THAT PROJECTS FUNDED IN THIS GRANT ARE INCLUDED IN THE 2018 TRANSIT ASSET MANAGEMENT PLAN INVESTMENT PRIORITIZATION SECTION. AT THIS TIME NICTDS SYSTEM IS CONSIDERED TO BE IN A STATE OF GOOD REPAIR AND THIS GRANT WILL ASSIST IN MAINTAINING THAT STATUS. ACTIVITIES FUNDED UNDER THIS GRANT WILL INCLUDE RAIL CAR REHABILITATION CATENARY AND SIGNAL IMPROVEMENTS RAILCAR AND NETWORK SYSTEM COMPONENT IMPROVEMENTS BRIDGE REHABILITATION STATION IMPROVEMENTS SUPPORT VEHICLES TRACK AND SHOP EQUIPMENT RAIL AND ROLLING STOCK ENGINEERING RAIL UPGRADES AND IMPROVEMENTS AND A RAIL CAR ROLLING STOCK LEASE. PRE-AWARD AUTHORITY IS BEING RESERVED FOR THESE ACTIVITIES. THE TOTAL PROJECT COSTS FOR THESE PROJECTS IS $38631739 WITH THE LOCAL SHARE ($7726347) COMING FROM NICTDS GENERAL FUND WHICH CONSISTS OF PROCEEDS FROM THE STATE OF INDIANAS COMMUTER RAIL SERVICE FUND AND TRACKAGE RIGHTS PAYMENTS FROM THE SOUTH SHORE (FREIGHT) RAILROAD THAT OPERATES ON NICTDS TRACKAGE. NICTD DOES NOT HAVE ANY ACTIVITIES IN THIS GRANT PURCHASING NEW REVENUE VEHICLES BUT THERE IN AN ACTIVITY FOR LEASED VEHICLES. IN EXECUTING THIS GRANT NICTD AGREES TO ABIDE BY SECTION 3011 OF THE FAST ACT (49 U.S.C. 5323(J)(2)(C) REGARDING THE PHASED INCREASE IN DOMESTIC CONTENT UNDER THE BUY AMERICA STATUTE FOR ROLLING STOCK. AS THIS GRANT AGREEMENT INCLUDES AND FTA-FUNDED TRANSIT VEHICLE PURCHASE NICTD AGREES TO COMPLY WITH THE RELATED REQUIREMENTS SET FORTH IN 49 CFR 26.49(A). SPECIFICALLY NICTD WILL ENSURE AS A CONDITION OF BEING AUTHORIZED TO BID OR PROPOSE ON FTA-ASSISTED TRANSIT VEHICLE PROCUREMENTS THAT EACH TRANSIT VEHICLE MANUFACTURER CERTIFIED THAT IT COMPLIED WITH DOT REQUIREMENTS FOR SUBMITTING A DBE PROGRAM AND GOAL TO FTA PRIOR TO BIDDING. RECIPIENT IS ALSO REQUIRED TO SUBMIT THE NAME OF THE SUCCESSFUL BIDDER AND THE TOTAL DOLLAR VALUE OF THE CONTRACT WITHIN 30 DAYS OF MAKING AN FTA ASSISTED TRANSIT VEHICLE AWARD USING THE REQUIRED FTA REPORTING TOOL. RECIPIENT UNDERSTANDS THAT FAILURE TO COMPLY WITH THESE REQUIREMENTS MAY RESULT IN FORMAL ENFORCEMENT ACTION OR APPROPRIATE SANCTION AS DETERMINED BY FTA INCLUDING REIMBURSEMENT OF FTA FUNDS USED FOR THE VEHICLE PROCUREMENT.EXPECTED OUTCOMES: THIS GRANT WILL RESULT IN THE CONTINUATION OF NICTDS ONGOING RAIL CAR REHABILITATION PROGRAM IMPROVEMENTS TO THE TRACK SYSTEM (INCLUSIVE OF CATENARY AND SIGNAL UPGRADES) ACCOUNTING FOR REPLACEMENT OF RAIL BEYOND ITS USEFUL LIFE AS WELL AS SAFETY UPGRADES ASSOCIATED WITH TRACK IMPROVEMENTS IMPROVED FUNCTIONALITY OF NICTDS NETWORK SYSTEMS CURRENTLY FAILING MAINTENANCE ON TWO OF NICTDS LARGER BRIDGES EXTENDING THEIR USEFUL LIFE MAINTENANCE OF EXISTING STATIONS REPLACEMENT OF SUPPORT VEHICLES TRACK AND SHOP EQUIPMENT ENGINEERING COMPLETION OF THE TRACK RECONFIGURATION JOINT PROJECTS WITH METRA AND THE FIRST LEASE PAYMENTS FOR THE RAIL CAR ROLLING STOCK LEASE BETWEEN NICTD AND METRA.INTENDED BENEFICIARIES: NICTDS WORK ON THESE CAPITAL PROJECTS WILL BENEFIT THE SERVICE PROVIDED TO COMMUTERS ON OUR SERVICE.
