THROUGH RIDOTS AGREEMENT WITH AMTRAK (THE OWNER OF THE NECS RIGHT-OF-WAY) RIDOT PAYS AMTRAK A PROPORTIONAL SHARE OF OPERATIONAL COSTS FOR COMMUTER RAIL OPERATIONS BETWEEN PROVIDENCE AND WICKFORD JUNCTION (SOUTH COUNTY COMMUTER RAIL - SCCR) BASED ON SCCR SERVICE VERSUS AMTRAKS INTERCITY SERVICE AND FREIGHT RAIL SERVICE. PAYMENTS WILL CONTRIBUTE TO FIXED FEE OPERATIONAL COSTS AND SPECIAL TRAIN FEES THAT OCCUR WITHIN RIDOTS OPERATING JURISDICTION. THE SPECIAL TRAIN FEE IS A PAYMENT RIDOT WILL MAKE TO AMTRAK IN EXCHANGE FOR ACCESS TO THE NEC PROPERTIES FOR THE OPERATION OF SPECIAL TRAINS. ADDITIONALLY THIS PROJECT MAY CONTRIBUTE TO PAYMENTS MADE TO RAIL OPERATORS FOR PASSENGER SERVICE IN RHODE ISLAND BETWEEN PROVIDENCE AND WICKFORD JUNCTION (SCCR SERVICE AREA). ADDITIONAL ELIGIBLE ACTIVITIES TO BE CONDUCTED AS A PART OF THE OPERATIONS FOR SCCR INCLUDE: I. RAIL LIABILITY INSURANCE TO INDEMNIFY AMTRAK AND MBTAII. COSTS INCURRED BY MBTA FOR PROVIDING SERVICEIII. WICKFORD JUNCTION OPERATING COSTSIV. PROMOTION/MARKETINGTHIS GRANT MIRRORS RI-2022-007 NEC OPERATING EXPENSES 2022+ WHICH HAS ALREADY UTILIZED THREE YEARS OF APPROPRIATIONS NECESSITATING THIS NEW GRANT.
